Planejamento urbano e patrimônio histórico: memória sociocultural de Passo Fundo (1950-2014)

Abstract

In the last decades, discussions over the historical heritage preservation has been awakening interest in a bigger number of people, covering different social groups. It has been watched for a long time the destruction and gradual degradation of edifications and monuments that were important for the society's history construction and, despite a shy decreasing of these actions after the nineties, demolition is still put ahead preservation. This issues end up rising a lot of questioning, considering that, especially in inner cities, like the city of Passo Fundo, much of its cultural heritage is privately owned and, accordingly, it is difficult to profer the heritage's speech without having a clear and specific legislation, able to give guarantees both to private and public goods preservation as to its owners, in relation to their right to property. The society as a whole wants to be benefited. Therefore, this work aims to elucidate the legal devices that has been formulated and used to preserve the historical and cultural heritage and the relationship and the importance that the municipal director plan had and has to guarantee these goods protection. First, a reflection is made starting from the antiquity and running to the present day, conceptualizing the proposed themes: director plan, urbanism, urbanistic law and patrimony. Then, it is traced a panorama of these issues focusing the city of Passo Fundo, showing the way in which the evolution of preserving theme and the interest for history preserving through this city patrimony were given. Finally, it is made an exposition of the situation in which the city's patrimony is, approaching heritage and inventory, the relationship between society and these issues and the tools that enable the narrowing of this relationship, as the patrimonial education and local government. The delimited period for this work starts in 1950, during the discussions of the first Master Plan of the city of Passo Fundo, approved in 1957, and it runs until the year of 2014, in which current actions on the theme are observed.
