???metadata.dc.description.resumo???: Esta pesquisa tem como foco principal analisar o governo de Flores da Cunha e as relações político-administrativas com o município de Passo Fundo e região norte do Rio Grande do Sul, no período em que o mesmo governou o Estado do Rio Grande do Sul, no período de 1930-1937, primeiro como interventor federal nomeado pelo chefe do Governo Provisório Getúlio Vargas e, posteriormente, eleito governador pela Assembléia Constituinte em 1934. O ponto de partida de nossa investigação é o rompimento da política do café-com-leite, predominante durante todo o período da República Velha (1889-1930). A partir desse contexto político, procuramos compreender a nova conjuntura política que se instalava no país e, ao mesmo tempo, a ascensão dos políticos riograndenses no Governo Federal, bem como os reflexos que a nova ordem política causaria no contexto nacional e regional, pois o personagem central de nossa pesquisa, Flores da Cunha, tornar-se-ia o fiel escudeiro de Getúlio Vargas, tendo em vista sua participação destacada no movimento armado de 1930 e na Revolução Constitucionalista de 1932. Para realização desta dissertação, utilizamos como fonte de pesquisa básica a imprensa local, dando destaque para as leituras realizadas nas páginas já envelhecidas do jornal O Nacional de Passo Fundo, além de autores que tratam do tema em questão
Abstract: The aim of this work is to analyse the Flores da Cunha government and its political and administrative relationship with the city of Passo Fundo and the North of Rio Grande do Sul, from 1930-1937, when Flores da Cunha ruled the State of Rio Grande do Sul, firstly as federal intervenor appointed by the chief of Getúlio Vargas s Provisory Government and later elected as governor by the Constituent Assembly in 1934. The investigation starts from the rupture of the coffee with milk politics, which was predominant during the Old Republic (1889-1930). Starting from such a political context, attempts were made in order to understand the new political context established in the country and the rise of politicians from Rio Grande do Sul within the Federal Government, as well as the reflections the new political order would have both in the regional and national context, as Flores da Cunha, the main character of this study, would become Getúlio Vargas s faithful squire, given his outstanding participation in the 1930 armed movement and the 1932 Constitutional Revolution. The local press was considered as the primary source of research of this dissertation, particularly the aged pages of the O Nacional newspaper, from Passo Fundo, along with a bibliographical review on the issue
